RESPONSIBILITIES:

The incumbent will be required to:
  • To provide effective high-level administrative and operational support to the Deputy Director: HDI-DP;
  • Collate and organise project proposals for consideration by the proposal review panel;
  • Assist in drafting submissions to the DDG/DG/Minister for the approval and amendment of business plans, release of earmarked funds, and virement requests;
  • Assist in compiling reports for audit purposes;
  • Ensure all HDI-DP documentation are recorded on all official databases, as required by relevant DHET protocols;
  • Assist in budgeting for the programme management unit by costing relevant activities and monitoring operational expenditure;
  • Assist the Deputy Director in communications with universities and developing prompt responses to queries raised regarding the implementation of the HDI-DP.


MINIMUM REQUIREMENTS:
  • Bachelor's Degree in Accounting/ Finance or Public Administration;
  • Five years' relevant work experience a public sector and project management on an operational level;
  • A valid drivers' licence.


REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):
  • Knowledge of the Higher Education Sector, particularly the Universities;
  • Understanding of the legal and policy framework of the public sector;
  • Analytical and information management skills;
  • Project management;
  • Excellent written and verbal communication skills;
  • Excellent knowledge and application of computer packages;
  • Research and report writing;
  • Client orientated;
  • Professional;
  • Ability to work independently;
  • Willingness to travel domestically;
  • Organization and planning skills;
  • Ability to work under pressure and willingness to work extended hours when required.


ADDED ADVANTAGES AND PREFERENCES:
  • Honours/ Postgraduate Diploma;
  • Three years' experience within a tertiary environment.

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent's level of appointment, as determined by UP policy guidelines.
