  • Position Description:
    Develops an overall Labor Relations strategy and structure for the University for all Collective Bargaining agreements/units. Provides oversight, leadership and direction to areas of employee relations as well as faculty and staff labor relations across the University enterprise. Provides strategic consultation, leadership and counsel to University officials on the administration of faculty/non-faculty public employment, public policy and collective bargaining issues as well as workforce compliance. Directs timely investigation and processing of human resources-related allegations, complaints, disputes, charges and/or lawsuits.

    Responsible for administering the adjudication of employee grievances including the preparation and the presentation of the University's position in arbitration and mediation. Prepares and provides University's position in proceedings of other state agencies such as the State Employment Relations Board (SERB) and State Personnel Board of Review (SPBR), Unemployment Compensation Review Commission (UCRC) etc.

    Provides strategic planning, research & analysis and conducts negotiations representing the University as employer in its relationship with multiple faculty and non-faculty public collective bargaining agreements ensuring compliance with Ohio collective bargaining law. Provides leadership, supervision and direction to Human Resources consultants in the areas of employee/faculty labor relations.

    Directs and provides counsel with Faculty Labor Relations and Diversity and Inclusion on workforce compliance and affirmative action (AA). Identifies potential areas of equal opportunity and will counsel department leaders related to this area. Assesses training needs in affirmative action and implements strategies to highlight positive action steps. Work to create an environment that is free from discrimination and harassment based on a protected class such as race, color, national origin, gender, age, and sexual orientation/identity.

    Qualifications:
    Education/experience/licensing:
      Master's degree in public administration, human resources, industrial relations or related degree, Master's Degree. A law degree, Juris Doctorate, is strongly preferredA minimum of three (7) years of supervisory experience in an HR RoleA minimum of ten (10) years of progressive experience in HR with five (7) years of labor relations. A minimum of five (5) years' experience with contract negotiations sitting first chair. Public sector experience strongly preferred.Must have ability to resolve highly complex labor faculty /employee relations and compliance issues Must have skill in conducting investigatory interviews.National certification PHR/SPHR, SHRM-CP/SHRM-SCP preferred.

    Communication and other skills:
      Must be able to write complex reports, position papers and communicate in a concise manner.Must be able to communicate abstract and complex legal concepts into everyday language.Must have skill in negotiation and ability to resolve employee or labor representative employment disputes.


    Working Conditions:Work in a professional office environment with possible high stress levels. May interact with irate, angry or emotionally charged individuals who see violence or intimidation as a legitimate means of conflict resolution.
