The Gilead Business Services center in Raleigh's Research Triangle region will be home to some of
the company's critical shared service teams in North America, including Information Technology,
Global Financial Solutions, HR Operations and Procurement Services Desk. These functions provide
the necessary support to ensure Gilead's business runs effectively and efficiently. The center will
also be a catalyst for standardization of processes, digital transformation and technology
optimization.

Specific Responsibilities and Skills

The R&D / PDM group within IT department is responsible for working with functional business partners in the design, build, deployment, and support of business applications globally. The portfolio manager in conjunction with Global Capability Lead, Capability Manager, DevOps Lead works together to deliver against set business objectives and have measured outcomes- typically leading the applications-related business and technology workstreams. R&D / PDM group also works closely with other cross-functional groups within IT namely Security, Worldwise Infrastructure Operations, and Enterprise Platform teams in the delivery of these capabilities leveraging Systems Life cycle (SLC) methodologies. Responsible for leading a global team of portfolio, program, and project managers for the planning, execution and delivery of one or more divisional portfolios. Collaborates with IT leadership, Global Capability Leads, and key stakeholders to align each portfolio to enterprise strategy, establish portfolio roadmap with budgets and guardrails, and realize business value through execution. Manages resource capacity and lifecycle across all portfolios. Ensures portfolios are aligned and funded to meet business or IT prioritization and needs. Manages and reports financial, schedule, quality, and ROI realization to defined objectives and metrics.

Essential Duties and Job Functions

General responsibilities for this position will include (but are not limited to) the following:
  • Creates and maintains organization structure, ensuring it operates efficiently and aligns with the needs of the business and the overall structure and mission of the organization
  • Coordinates efforts and provides data with IT leadership across capabilities for global portfolio management, including demand management, prioritization/selection, financials, resources and execution
  • Orchestrates work within and across divisional capabilities
  • Supports investment prioritization, allocating and reallocating fund at enterprise level within divisional capability
  • Identifies interdependencies and opportunities to leverage across divisional capabilities
  • Mitigates dependency-related risks within and across divisional capabilities
  • Manages and achieves financial objectives across divisional capabilities
  • Reports on divisional capabilities metrics on schedule and financial performance, including ROI/value realization
  • Directs, develops, and presents to management various analyses (organizational, systems, feasibility, cost/benefit studies, implementation plans, financials)
  • Guides and attends strategic portfolio reviews, portfolio sync, portfolio budgeting reviews
  • Fosters excellent, transparent, agnostic, executive-level communications
  • Serves as point of escalation for significant conflicts, issues and variances, working with project team and leadership on recovery
  • Develops talent, incubating, training, coaching portfolio managers
  • Sponsors forum for sharing knowledge, best practices, updates to team


Knowledge, Experience and Skills

Must have demonstrated portfolio management experience in the R&D/Tech-Ops area in the Bio-pharmaceutical industry.
  • Laser-focused and strong delivery experience managing large, complex projects.
  • Must think ahead strategically and must be able to weigh and decide between implementing new functionality by configuration vs assessment of new technology.
  • Has a strong working understanding of installed systems, with the ability to troubleshoot and resolve any problems on the existing system(s) supported and is aware of integration points with other systems
  • Demonstrates proficiency with one or more technology environments, with the ability to learn and apply new and emerging concepts very quickly.
  • Demonstrates in-depth knowledge of IT and the service catalog and assigned departments/business areas
  • Strong communication, excellent research skills, and learning agility to understand internal business or IT process, best practices and translate into technology needs/opportunities
  • Strong work ethic, a sense of business urgency, and the ability to work effectively with many deadlines in a complex matrix organization
  • Expertise in project and program management methodologies, tools and techniques
  • In-depth knowledge of Software Lifecycle Methodology and Agile Methodology
  • Solid experiences with stakeholder management and vendor management
  • Ability to work with dispersed and global teams
  • Ability to deliver in an ambiguous environment
  • Comfortable with engaging and managing multiple stakeholders at various levels to achieve project objectives, without formal authority
  • Strong verbal and written communications
  • Good understanding of the wider objectives of the program
  • Strong leadership and management skills
  • Strong business acumen
  • Possesses strong leadership skills and ability to make critical decisions
  • Ability to find innovative ways to resolve problems
  • Excellent financial management experience
  • Proven experience with management of IT project managers

  • PMP certification or Agile Scrum Master certification preferred
  • Specific experience in the Life Sciences/Pharma/Medical Devices/Healthcare industries is preferred
  • Extensive experience in stakeholder management, dealing with senior management up to executive level
  • Ability to work with dispersed and global teams and locations
  • Excellent at interpersonal skills and relationship development
  • Specific experience in the Life Sciences/Pharma/Medical Devices/Healthcare industries is preferred
  • Good understanding of GxP compliance and 21 CFR Part 11 requirements.


Basic Qualifications
  • Associates Degree and Twelve Years Experience OR Bachelor's Degree and Ten Years' Experience OR Masters' Degree and Eight Years' Experience OR PhD and Two Years' Experience


Preferred Qualifications

  • Professional IT portfolio or program manager with proven track records in managing and delivering large, complex, cross-functional projects or portfolios
  • Experience in general pharmaceutical R&D area business processes covering Research to Release (R&D, PDM/Tech. Ops) - Manufacturing, Supply chain, Quality, and PLM functional domains.
  • Experience working with Computer System Validation in a GxP regulated area
  • Experience with Agile, Scrum methodologies and DevOps, Cloud and Lean six sigma certification is a plus
  • Expertise in project and program management methodologies, tools and techniques
  • In-depth knowledge of Software Lifecycle Methodology and Agile Methodology
  • Solid experiences with stakeholder management and vendor management
  • Ability to work with dispersed and global teams
  • Ability to deliver in an ambiguous environment
  • Comfortable with engaging and managing multiple stakeholders at various levels to achieve project objectives, without formal authority
  • Strong business acumen
  • Excellent executive-level verbal and written communications
  • Good understanding of the wider objectives of the program
