*OCCUPATIONAL SUMMARY: *To contribute to the achievement of the mission and role of the Duke Heart Network (DHN) by providing administrative leadership and management of UNC Health Southeastern Heart & Vascular Service Line across the continuum of care in accordance with the DUHS Management Agreement. *SCOPE OF RESPONSIBILITY:*The Cardiovascular (CV) Service line Director provides overall leadership, direction and management responsibilities for the cardiovascular program at UNC Health Southeastern (Southeastern), providing high quality cardiovascular care in a safe, compassionate, efficient, and fiscally responsible environment. The Director ensures services are designed to meet the needs of cardiovascular patients and referring physicians within Southeastern Health's service area and meet the needs of the staff within and across the Southeastern Health Heart & Vascular Service Line and continuum of care. *JOB RESPONSIBILITES:** *Business Development/Strategy* * ** Develop strategic and operational goals and objective for cardiovascular services, effectively communicating and continuously evaluating Business Plans and progress toward goals. * Develop new data-driven business strategies to enhance market share and continuously improve overall performance. * Develop and maintain an effective process for communication of CV Service Line and Hospital strategies. * *CV Service Line Management** Provide effective administrative management for assigned clinical areas on a 24-hour basis by planning, implementing, and coordinating patient care. Develop department goals and objectives, and establish and implement approved policies and procedures for department operations. Ensure the effectiveness of clinical and operational functions related to personnel, procedures, and policy in order to meet the mission of patient care, education and research. * Serve as an effective clinical and operational liaison and intermediary with administrative and professional personnel concerning Southeastern Heart and Vascular and Southeastern Hospital policies and procedures, personnel administration, operating budget preparation and control, allocation of funds, and review for capital expense items. * In collaboration with Southeastern Health Vice President, Chief Administrative Officer and/or designee overseeing clinical care:* Develop strategic and operational plans for nursing care within assigned clinical area(s) and in alignment with Magnet standards.* Develop and support unit-based shared governance structure.* Assist with the maintenance of standards for competency of nursing staff including licensure, continuing education, staff development, and staff retention. * Coordinate care appropriate to the age of the patients served. * Ensure cardiovascular services are designed to meet the needs of patient, physicians, staff and community across the continuum of care. * Direct and coordinate work of designated employees, manage personnel activities in accordance with Southeastern Personnel Policies and Standards of Behavior to meet Heart Center and Hospital objectives related to the provision of patient care within designated clinical areas. Direct various personnel functions including, but not limited to hiring, merit recommendations, promotions, transfers, disciplinary actions and/or terminations. * Ensure a unit-based work force that is diverse and cognizant of the value diversity brings to the workplace. * Serve as a professional role model and mentor to staff by responding positively to change while supporting colleagues through the change process. Serve as a change agent to facilitate communication and transition that supports the mission and strategic direction of the organization.* Work with Southeastern clinical and administrative directors/managers to ensure the establishment and implementation of approved policies and procedures for cardiovascular service operations across the continuum of care.* Ensure appropriate bottom line targets are developed and met relative to quality of care through the hospital's performance improvement program. Assure development and implementation of outcomes management and associated performance targets via a Balanced Scorecard approach, including, but not limited to patient satisfaction surveys, CV registry performance, physician relations, staff satisfaction and continuing education. Monitor variances, recommend and implement corrective actions.* Monitor level of resources utilized in service delivery and determine appropriateness of resource consumption within the service; enhance effectiveness and efficiency of as well as satisfaction with patient care delivery; develop recommendations on appropriate care, redesigning as necessary and coordinate implementation.* Assure service line performance improvement program is based on the high volume/high risk/problem prone factors of the specific department/clinical area and ensure alignment with strategic priorities of the organization.* Coordinate the determination of fiscal requirements of assigned departments, develop budgetary recommendations (capital and operating); monitor, verify and reconcile expenditure of budgeted funds. Develop effective action plans when expenses exceed budget or revenue is less than budget.* Compile and prepare reports and analyses setting forth progress, adverse trends and appropriate recommendations and/or conclusions related to productivity, resources and patient care.* Develop and foster effective collaboration between clinical and operational departments to ensure an integrated approach to providing services.* Maintain interface with departmental personnel to coordinate clinical operational activities to ensure adequate staffing, space and facilities, coordination of purchasing, maintenance and renovation activities for the operational areas, administer a program of property management and accountability. Determine and recommend necessary space, equipment, supplies and support systems to ensure effective functioning of cardiovascular services at Southeastern.* Guide contracting associated with vendor or physicians services associated with the Cardiovascular Service line to facilitate effective, efficient delivery of services in alignment with strategic direction and best practice. Works in collaboration with Southeastern material management in contracting for services as needed. * *Other:** Work with leadership teams throughout the hospital, serving as a resource to help reduce costs, enhance revenues, achieve effective utilization and quality goals/objectives, patient satisfaction and analyze and utilize information to develop and support management decisions. * Provide and maintain effective communications with medical staff, the community, and all levels of supervision and staff at Southeastern and DUHS.* Lead and support key Heart Center committees pertaining to cardiovascular service areas, and Southeastern committee meetings as requested. Attend and serve on professional/civic service organizations as Heart Center representative. * Represent cardiovascular clinical operational areas, VP, CAO, and/or CEO and/or designee in meetings, conferences and other affairs of an administrative nature.* Collaborate with the Director of Southeastern Cardiology and Cardiovascular Surgery Clinic to address and resolve issues that impact the cardiovascular service line.* Perform other related duties incidental to the work described herein. *Supervisory Responsibility:** Manager, Cardiovascular Medicine, Southeastern Health* Manager, Cardiovascular Surgical Services, Southeastern Health * Administrative Secretary, Southeastern Health Heart & Vascular *Scope and Budget Responsibility:*Hospital-based, inpatient and outpatient services:* CV Intensive Care Unit (CVICU)* Cardiovascular Progressive Care Patient Care Unit (PCCU/Advanced Telemetry Unit)* Heart & Vascular Operating Rooms (CVORs) * Perfusion Services* Invasive Diagnostic and Interventional Cardiac and Peripheral Services (Cath Lab) *Education & Experience:** Position requires analytical, organizational and communications skills generally acquired through completion of a bachelor's degree program. Master of Health Care Administration or MBA preferred.* Work requires a minimum of seven years business experience in such areas as hospital administration, provider strategic planning, business and operations planning, market research and financial analysis. OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE. Strongly preferred, three (3) years of cardiovascular service line management experience* Current N.C. This individual must demonstrate ability to function in matrix organization with multiple direct reports.
