DEPARTMENT OF HIGHER EDUCATION AND TRAINING- NEW HIGHER EDUCATION INSTITUTIONS FEASIBILITY STUDY

PROJECT MANAGER

FIXED TERM CONTRACT (1 YEAR)

RESPONSIBILITIES:

The incumbent will be required to:
  • Provide strategic project management for the integrated feasibility study;
  • Support the Project Steering Committee and the Technical Committees in their mandate to provide overall conceptual and strategic planning parameters and broad directions to the conduct of the feasibility study;
  • Brief the Project Steering Committee and stakeholders in regular intervals on the progress and direction of the feasibility study with the view to ensuring optimal course direction and outcomes;
  • Facilitate the necessary inputs required from the Technical Committees to inform and finalise the feasibility study;
  • Overseeing of the procurement process to secure the necessary resources to develop the feasibility study and provide any inputs required to secure such services;
  • Assemble, lead and coordinate a multi-disciplinary team of physical planning, human resources, academic and other relevant specialists to develop and deliver all outputs required to finalise the integrated feasibility study;
  • Management, co-ordination and integration of all inputs into the feasibility study;
  • Provision of strategic direction and inputs into the work of those appointed to develop aspects of the feasibility study;
  • Development of a budget for the integrated feasibility study and its management within budget;
  • Overseeing of the drafting of all documents which are presented to the Project Steering Committee, the Technical Committees, or stakeholders and the preparation of meeting resolutions and a high-level record of meetings.


MINIMUM REQUIREMENTS:
  • Master's degree in any field;
  • Solid working experience of higher education policy, strategic planning, physical and resource planning imperatives, including planning and delivery of higher education infrastructure;
  • A minimum of 5 years' experience in leading multidisciplinary teams in the planning and/or delivery of academic, human resources, infrastructure and support services projects at a senior level within an organisation with responsibility for:
    • creating and communicating a clear vision for projects so that, all participants understand their purpose and nature;
    • applying effective leadership and governance in the way in which projects are authorised, conducted and overseen;
    • providing strategic thinking in planning and or delivering infrastructure projects and setting the priorities between competing interests;
    • ensuring that infrastructure projects are aligned with strategic and operational business objectives;
    • overseeing engagements with stakeholders and contracted resources;
    • ensuring compliance with legislative requirements and the obtaining of statutory permissions.
  • Expertise in the planning and/or delivery of projects within the higher education environment or the national/provincial government spheres;
  • A proven track record in project management would be an advantage
  • Experience in the project management of the establishment of a new division/department within an organisation and/or some experience in leading a transformation initiative within an organisation.


REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):
  • Knowledge: Proficient knowledge of the higher education and broader post-school policy and planning environment.
  • Skills: Expert level Project Management skills, expert level Stakeholder Management skills; advanced level Financial Management skills; and expert level Report Writing & Presentation skills.
  • Behavioural Attributes: Professional; People and Client orientated; Integrity; Committed; and ability to work under pressure.


ADDED ADVANTAGES AND PREFERENCES:
  • A Doctoral degree in any field;
  • A proven track record in high-level project management;
  • Experience with project planning in higher education and post-school education and training.

The all-inclusive remuneration package for this contract position will be commensurate with the incumbent's level of appointment, as determined by UP policy guidelines.
