Duties SummaryThe Associate Chief of Staff is the service chief for Education and provides vision, planning, administrative, clinical, and programmatic leadership including facilitation of Academic Affairs and Research initiatives to ensure achievement of the clinical, research, education goals, and associated outcome evaluations. Oversee the entire trainee experience for all health professionals to include a robust Resident and Fellow physician training program and a growing Research and Development program.
Assess, diagnose, plan, implement and evaluate services provided. Use advanced clinical knowledge to lead and promote staff involvement in planning, implementing, and evaluating interventions that will affect staff or service/system outcomes.
Responsible for all training supervision and monitoring to include ensuring trainee stipends are distributed where applicable and auditing of the stipend process as outlined.
Manage and plan how services are delivered and contribute to the process of strategic planning, influencing and responding to organizational priorities.
Directly responsible for the administrative supervision of staff members including the Education Coordinator, Nurse Manager NUR Clinical Support, and Supervisory Research Program Specialist.
Ensures that all business operations and health information practices within the Education program are measured for quantity and quality of the work performed, and conducted in continuing compliance with the laws, regulations and standards which govern those activities, the reasonable expectations of VHA's business partners, and the highest standards of Compliance and Business Integrity.
Works in conjunction with Chief, Quality Management, Continuous Readiness Coordinator, Service Chiefs and others regarding Ambulatory Care compliance with regulatory and accrediting agencies (CAP, The Joint Commission, OIG, etc.). The position focus is in areas of clinical management, provider practices, and continued readiness regarding the delivery of quality medical care.
Serves as advisor to the Executive Team on new clinical programs and initiatives regarding related equipment, space, and staffing needs. Surveys and identifies staff training needs to enhance knowledge and provide guidance on appropriate use of resources, distributed funds, and strategic planning input.
Reviews and analyzes quality and performance data for areas in need of improvement or best practices. Provides recommendations for deployment of patient safety goals and other evidence-based practices that enhance patient safety, customer satisfaction, and improve efficiency and access.
Demonstrates ability to interpret agency-wide directives and develop facility policies that impact health care programs and services.
Provides leadership in clinical areas while encouraging and fostering participation and involvement in educational programs that will advance the knowledge and skills, as well as professional development, of nursing clinical staff.
Serve as a clinical mentor, coach, and preceptor for clinical and administrative staff, consulting and collaborating in patient care, educational processes, and research.
Assure that VA appointment, institutional orientation and separation of trainees are within regulations of VA, affiliates and accrediting agencies.
Research and implement governing policies and procedures, to provide in-depth information to site and program directors, and to conduct studies regarding program improvement activities to resolve operating problems.
Solicit and receive TQCVLs from affiliated institutions and analyze the information to ensure that appropriate qualifications and credentials for medical/dental trainees are present. Perform internal audits on the TQCVLs submitted by the VHSO affiliates to assure that programs have correct and up to date information on file
Interact with affiliated institutions as appropriate on matters pertaining to trainee assignments and curricula and on evaluation of the VA medical facility as a training site.
Identify problem areas and work with site directors and program directors to resolve issues that compromise the clinical educational environment and for potential incorporation into curriculum planning.Work Schedule: Monday through Friday 7:30 am to 4:00 pm - Due to the nature of this leadership position, it is expected that working hours could be extended beyond the normal tour of duty with on-call duties as required.Travel RequiredNot required

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.Proficiency in spoken and written English.Additional Requirement:
The incumbent must also have at least 2 years of significant responsibilities in graduate education.
Must possess a broad knowledge and understanding of health care policies, operating program, extensive specialized knowledge of Graduate Medical Education (GME) programs, performance improvement activities, overall quality of patient care, and experience in developing and/or expanding residency programs.
The incumbent has experience in clinical research and federal funding. The incumbent should have expertise in the initiation and ongoing management of clinical research activities.Preferred Experience: Board Certification in a specialty is required.Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.Physical Requirements: The physical requirements of this position are concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by Federal regulatory agencies. EducationDegree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, orSchools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
