Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) is the In-Service Engineering Agent for the Navy's Surface Combatants. This position is responsible for ensuring the execution of the Fleet Support program across NSWC PHD and with collaboration with other Navy Commands. The Fleet Support program impacts the Navy's Readiness everyday with ships at any location in the world. This challenging position provides an opportunity for candidates to contribute to the Navy's Readiness with a continually growing demand and is required for the Navy to continue a global presence.

Description:

This is a Program Management position supporting the administration of the Fleet Support program at NSWC PHD and includes all facets of program oversight and reporting from the local Command up to the Navy Systems Command. Duties and responsibilities include: assist in the development and update of SOPs and processes; Command fleet support metrics to ensure development, monitoring, and continuously improving key command fleet support processes; advise, support, and encourage process standardization and integration across the command; schedule weekly Secret Command Fleet Readiness Review (CFRR) meetings to inform leadership of CASREP and how PHD is responding; responsible to collect fleet CASREP and ship information from PHD departments for leadership analysis in spreadsheet format; work with TYCOMs to interpret guidance related to fleet engagement and COVID ROM guidance and provide homeport status updates; prepare agenda and discussion topics for Fleet visits and engagements. Specific program/system support includes IT service management systems such as the Global Distance Support Center, NAVY 311, Sailor to Engineer (NIPR and SIPR), and PHD portal/wiki page. This position requires access to secure spaces with inspections and reviews of vaults, access records, documents, space requirements, and asset inventories.

Qualifications
  • Education: Bachelor's Degree required
  • Experience: Four or more years of Naval experience required; 10 years or more preferred.
  • In some cases, educational requirements may be adjusted for equivalent applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • KSAs:
    • Knowledge of Naval maintenance, supply, organizations, and administrative systems and processes.
    • Knowledge of project management processes.
    • Knowledge of contract management including financial and administrative.
    • Knowledge of database design and implementation principles including data requirements, transmission, metrics, and system boundaries.
    • Knowledge of security policies and procedures for the storage and processing of classified material.
    • Skills including proficiency with MS Office including SharePoint and Teams file management.
    • Ability to take lead for executing Government tasking within customer organization and external organizations.
    • Ability to manage multiple priorities and communicate with customer and Alion management.
    • Ability to communicate through brief preparation, presentations, across multiple levels of audience considering rank and perspectives.
    • Ability to troubleshoot systems, organizations, and processes.

  • Must currently hold and be able to maintain an Active DoD Secret clearance
