Full-time starting salary is normally in the range £31,406 to £40,927. With potential progression once in post to £43,434 a year. As this vacancy has limited funding the maximum salary that can be offered is £34,304.

Part-time 50% FTE

Fixed-term contract from 1st Jan - 31 December 2022 in the first instance. After a review in late 2022, the post may potentially continue into the third phase of IMPACT (which runs to the end of 2027) - but this is a 12 month post in the first instance.

Job Summary

IMPACT ('Improving Adult Care Together') is a UK-wide centre for implementing evidence in adult social care, funded by the Economic and Social Research Council (ESRC), part of UK Research and Innovation, and the Health Foundation. Working across the four nations of the UK, IMPACT is an 'implementation centre', drawing on knowledge gained from different types of research, the lived experience of people using services and their carers, and the practice knowledge of social care staff. Its aims are to enable practical improvements on the ground, and make a crucial contribution to longer-term cultural change, by:
  • Supporting more widespread use of evidence in adult social care, leading to better care practices, systems and outcomes for people who use services, their families and communities
  • Building capacity and skills in the adult social care workforce to work with evidence of different kinds to innovate, improve care and deliver better outcomes
  • Facilitating sustainable and productive relationships between the full range of adult social care stakeholders to co-create positive change/innovations and improve outcomes for people using adult social care and their families
  • Improving understanding of the factors which help and hinder the implementation of evidence in practice, and using this to overcome longstanding barriers to positive change

After an initial 'co-design' phase (2021), IMPACT moves into a 12-month Establishment phase in 2022 and into a five-year 'Delivery' phase from 2023. This is therefore an opportunity to join a new centre and shape its work for the long-term, making a difference to the lives of nearly one million people who draw on care and support, around 6 million carers and around 1.5 million people who work in adult social care

This role is responsible for the management and preparation of budgets and contracts for IMPACT. Having secured £15m of UKRI and Health Foundation funding from 2021 to 2027, with thirteen cross-sector partner organisations, a series of broader partners and a busy programme of activity, this role is vital in ensuring that contracts and budgets are managed effectively. Having responsibility for understanding and communicating guidance around funding and the contracts process, and acting as IMPACT's knowledge owner on this, the post holder will communicate guidance with partners, effectively dealing with any stakeholder queries. The role holder will liaise with funders and internal finance and research colleagues to ensure they have a full understanding of funding rules and internal and external processes and expectations. The role holder will be able to understand and communicate complex information accurately, as well as to understand, coordinate and manage the internal and external processes (and owners) to achieve smooth-running, efficient processes for IMPACT, that are clearly communicated and understood by all stakeholders to achieve pre-defined submission deadlines.

Main Duties
  • Manage and administer a complex budget, including invoicing, raising purchase orders, virements and supplements, within University and funder systems.
  • Prepare and communicate budget reports for internal and external stakeholders (including funders), offering advice on courses of action to be taken.
  • Engage with internal stakeholders and form strong professional relationships with professional services colleagues to maintain an up-to-date working knowledge of practices, processes and developments, and stakeholders in Research Finance in the College of Social Sciences and the wider University.
  • Utilise University's Worktribe system to access information and prepare costings for partners and funders
  • Ensure the IMPACT Leadership Team has up-to-date access to timely and accurate budget reports, leading on the interpretation of these, and proactively suggesting and implementing improvements and enhancements.
  • Alert the Centre Manager and Director to any budget-related risks, as early as possible and advise on courses of action to mitigate.
  • Determine short- and long-term priorities for work, and how to maximise quality, efficiency and continuity.
  • Assist in the evaluation and review of budget and contract processes and efficiency.
  • Work closely with colleagues across the University in the Contracts teams to understand the processes and work within and around these to develop and deliver the most efficient process and delivery for IMPACT's contracts and support all financial forecasting and reporting with these teams and Funders.
  • Have responsibility for advising partners and internal stakeholders on funding rules, share clear guidelines and answer any queries to ensure all contract requirements are fully understood and fulfilled by all stakeholders.

Required Knowledge, Skills, Qualifications, Experience
  • Qualified to UK level 5 (e.g. Foundation degree, HND) or equivalent.
  • Substantial experience of budget and contract management, preferably in an academic setting and UKRI related.
  • Excellent IT skills, with working knowledge of standard Microsoft Office software and using custom systems and databases, with high-level knowledge of Excel.
  • Worktribe (or similar) and Je-S application knowledge preferable.
  • Financial and research contract management and guidance creation and communication experience.
  • Knowledge, application and communication of UKRI Funding rules and guidance.
  • Knowledge of the protected characteristics of the Equality Act 2010, and how to actively ensure in day-to-day activity in own area that those with protected characteristics are treated equally and fairly.
