ROLE SUMMARY

The Senior Director- Clinical Informatics (CI) - Medical Outcomes and Analytics (Medical O&A) colleague provides direct customer and internal Medical Affairs and Pfizer Enterprise support in clinical informatics and health information technology (HIT) to assess, develop, and implement moderate to complex HIT and digital health initiatives including Electronic Health Record (EHR) clinical data extraction, data analysis and management, as well as HIT/clinical informatics resources evaluation and development processes that support the digital and medical needs of Pfizer. The CI colleague leads the Medical O&A organization in skill development to build advanced knowledge in Digital Health Informatics to evolve and empower Medical Affairs to work in new and innovative ways to capture data and gather relevant project information to provide knowledge to answer clinical questions, evaluate populations, and create digital health and HIT solutions which are pertinent to our customers to improve quality, population health and patient outcomes. The colleague also envisions and support new digital strategies, HIT Initiatives, and partner collaborations through collaboration with Pfizer Digital organization.

Focusing on CI planning, development, and process transformation, the CI colleague represents Medical O&A leadership when working cross-functionally and interacting with multiple stakeholders including but not limited to Medical Affairs, Digital Architecture and Innovation, Data Science, Digital Client Partners, Business Technology, Real World Evidence and HEOR, Biostatistics, Commercial Account Management & Commercial Health IT, Brand Marketing, Policy, Legal, Regulatory, and others to achieve HIT Initiative success. The CI colleague provides expertise on non- and low-interventional research study teams, including medical algorithm modeling studies utilizing the EHR and authorship on relevant scientific publications. The CI colleague also provides organizational and clinical health informatics support for key account teams considering Digital Health-related projects.

The CI colleague is responsible for medical leadership in external interactions in the HIT standards setting activities for Pfizer U.S., including working with governmental agencies and Pfizer policy and government relations. The colleague also has accountability for oversight and management of data platforms and digital devices including ePRO platforms, digital apps and devices and working with Digital and other stakeholders to ensure Pfizer compliance with all Pfizer policies. The CI colleague identifies and fosters external third party or customer CI and digital innovation opportunities for potential Pfizer collaboration or partnership. The CI colleague provides expertise and consultation to Digital and Legal through the HIT Center of Excellence (HIT CoE), US and Global Digital Review Teams, Software Medical Device Committee, Intake Committee, or other digital-related committees as appropriate. Participation and leadership of initiatives in Medical O&A Medical Advisory Teams (MATs) and leadership of the Clinical Informatics/Digital Health - Health Trend Assessment Committee (HTAC) is also required. The CI colleague will work closely with the Medical Affairs Advanced Medical Engagements Leads on contracted projects and studies where clinical informatics expertise is required. Additional high profile and business critical projects for Medical Affairs may also be assigned.

ROLE RESPONSIBILITIES

Primary Clinical Informatics (CI)/Health Information Technology (HIT)/ Digital Health
  • Works directly with customers and provides support to internal Medical Affairs and Pfizer Enterprise stakeholders in clinical informatics and health information technology (HIT) to assess, develop, and implement moderate to complex HIT and digital health initiatives
  • Provides leadership and strategic direction for Clinical Informatics, Digital Health and HIT initiatives and projects, including skill-development training and mentorship of Medical O&A colleagues to build knowledge in CI/HIT- includes leading the CI/Digital Heath HTAC
  • Envisions and plans new digital strategies, initiatives, and partner collaborations with Digital Architecture and Digital Strategist teams
  • Validates and refines medical implications & approach for bringing digital solutions to market, including digital health, digital medicines, and digital therapeutics
  • Recognized Medical Affairs subject matter expert in Electronic Health Record (EHR) clinical data extraction, data analysis and management, as well as HIT/clinical informatics resources evaluation and development processes that support the medical needs of Pfizer
  • Represents Medical O&A leadership when working cross-functionally with multiple stakeholders including but not limited to Medical Affairs, Legal, Digital Architecture and Innovation, Data Science, Real World Evidence Center of Excellence and HEOR, Biostatistics, Commercial Health IT, Brand Marketing, and others to achieve HIT Initiative success

  • Leads CI, data management and data analytics responsibilities within Advanced Medical Engagements (AMEs) while meeting timelines, communicating appropriately, and developing scalable CI resources for the Medical O&A organization
  • Partners with AME Leads to ensure delivery of CI/HIT or digital health related project tasks and deliverables within time parameters and communicating appropriate milestones & hurdles
  • Provides CI expertise and guidance with questions for Digital Heath and HIT Initiatives including leading initial assessment, triaging opportunities with brand teams and Digital teams, assessing organizational capabilities and feasibility, and providing the clinical relevance to proposed HIT methodologies
  • Provides guidance, leadership, and strategic direction for CI or HIT Initiatives on medically focused technical, functional, and architectural requirements to successfully deploy projects around electronic business and clinical intelligence that relate to clinical quality, outcomes, and population health management
  • Advises Medical Affairs and Digital leadership on external & internal Digital/HIT challenges, market dynamics, regulatory demands, and needs to drive organizational change & achieve success in Digital developments
  • Develops and maintains relationships with Digital/CI/HIT national thought leaders, innovators, regulatory bodies, professional organizations to enable Pfizer to be part of the solutions for evolving demands for Digital developments
  • Analyzes complex workflows in the context of clinical healthcare information systems to create care processes to reduce care gaps, improve care efficiencies, and maximize quality and population health
  • Works cross-functionally within Pfizer guidance with commercial colleagues and brand teams to identify, design, and implement technology and Digital Health solutions to meet Pfizer goals
  • Develops code lists (value sets) to represent clinical concepts and administrative data using coding systems and ensure that selected codes are consistent with usage guidelines
  • Contributes to the growth, expertise, and institutional knowledge of e-data obtained from Health Information Systems, administrative claims and other sources coded in various terminologies to ensure clinical intent of the use of coded data is met
  • Accountable for oversight and management of data platforms and digital devices including ePRO platforms, digital apps and devices and working with digital and other stakeholders to ensure Pfizer compliance with all Pfizer policies


Supporting Medical Affairs and Digital Integrated Strategic Planning
  • Maintains CI, disease state, and product competencies to facilitate effective collaboration with Pfizer Medical, Commercial, and Digital colleagues and external customers
  • Collaborates with Medical Affairs, Digital Data Science, Architecture, Innovation & Strategist teams, and PHI including RWE COE and HEOR to develop HIT/clinical informatics specific strategies and tactics that support advancing the quality of patient care, improved medication adherence and patient access for priority products/assets
  • Navigates strategy and planning for HCP & patient facing digital concepts to ensure clinical medical/intent, approach, feasibility, desirability, alignment with Pfizer strategy, support of legal/regulatory requirements
  • Provides expertise, membership, or consultation on the U.S. HIT CoE, U.S. and/or global DRTs, SMD, Intake Committee, or other digital-related committees as appropriate
  • Provides input into statements of work & fair market value budgets specific to HIT or Digital Health related engagements
  • Manages CI-related work, budgets, and quarterly forecasts with other appropriate colleagues
  • Develops annual Medical O&A CI specific medical objectives, activity & impact goals, budget and leads execution of CI strategy and tactical plans in collaboration with Medical O&A Leadership team
  • Leads publication planning on topics supporting Pfizer Digital, HIT and CI related strategies with Medical Affairs, Digital, Data Science, RWE CoE, HEOR and other stakeholders
  • Leads development of CI specific Medical O&A resources, including training and assessment of Medical O&A colleague effective use with customers
  • Coordinates all permissions and copyrights required for Medical O&A CI/HIT resource development
  • Oversees or prepare submissions for CI/HIT resources to HIT CoE, brand review committees (RCs), medical review committee (MRCs) or Health Trends and Data Analytics (HT&DA) MRC
  • Oversees upload of all CI specific resources, guidelines for use on PROMOS for Medical O&A access including monitoring of resource expiration


Working with External Partners
  • Identifies and fosters external CI and digital innovation opportunities through participation in national professional organizations and CI/HIT conferences that can be leveraged for potential Pfizer collaboration
  • Leads engagement with external CI or HIT opinion leaders for advisory boards, webinars or consulting as needed to support the development of Medical Affairs strategies, tactics, or CI/HIT resources
  • Develop and maintain relationships with Digital/CI/HIT national thought leaders, innovators, regulatory bodies, professional organizations to enable Pfizer to be part of the solution for evolving demands for Digital developments and to drive understanding, fluency, and uptake
  • Oversees selection and engagement with external vendors/suppliers in collaboration with Digital and Procurement for technology platforms required to support Medical Affairs and Digital tactics
  • Responsible for medical leadership in external interactions in the U.S. HIT standards setting activities for Pfizer, including working with governmental agencies and Pfizer policy and government relations
  • Enhances customer recognition through collaborative CI/HIT related projects, publications, and healthcare awards


Partnership with Commercial
  • Provides leadership within HIT Initiatives and innovative technology strategic planning in collaboration with Medical Affairs, Commercial Leadership including Digital Client Partners, Commercial Key Account Mgmt. including HIT Account Directors, and Brand MG/IDN Marketing to ensure alignment of HIT goals
  • Provides strategic CI insights and support in the development of Medical Assigned account operating plans that are aligned with Pfizer imperatives
  • Works with Key Account Management including HIT Leadership to design and execute HIT/CI specific advisory boards, webinars, or customer consulting engagements to support the development of Medical Affairs strategies, tactics, or CI/HIT resources


Resource Management
  • Works with funding stakeholders from FM Leadership, HQ brand teams, Digital and other organizations to strategically manage resources, including project budgets for funded, contracted projects within Pfizer systems
  • Contributes to an engaged and effective work environment
  • Ensures compliance with all policies and procedures for reporting activities, impacts and Unsolicited Medical Request (UMR) entries
  • Works within Standard Operating Procedures (SOP) and Corporate Integrity Agreement (CIA) guidelines

BASIC QUALIFICATIONS

Training and Education Required
  • Terminal healthcare Doctorate Degree (Pharm.D., Ph.D.) from a U.S. accredited program, AND
  • Either M.S. or Ph.D. in a CI related field, AND/OR
  • Professional CI or HIT certification from a nationally recognized organization


Prior Experience Required
  • At least 8 years' healthcare experience within IDN or other related healthcare setting including prior job role(s) in Clinical Informatics
  • Experience in real world outcomes research and peer reviewed publication authorship
  • Experience in the clinical, functional, and technical application of HIT systems used in the U.S., including experience in advanced data analytics, data reporting and other HIT platforms
  • Experience developing and leading implementation of large, complex EHR or digital health clinical solutions
  • Recognized subject matter expert in Clinical Informatics
  • Experience in CI/or IT governance

PREFERRED QUALIFICATIONS
  • Residency, clinical and/or healthcare organization management experience
  • Doctor of Pharmacy degree (Pharm.D.)
  • At least 5 years of pharmaceutical company experience
  • Expertise in artificial intelligence, machine learning, predictive analytics, consumer digital health technologies including authorship of CI related scientific publications
  • CI or IT people management experience
  • Experience holding position(s) on National CI boards or professional organization committees
  • Experience in field-based medical functions, such as:
    • Cardiovascular/Metabolic, Immunology/Inflammation, Rare Diseases, Oncology, Neuroscience/Pain, Women's and Men's Health, Critical Care
    • Quality, Practice Transformation including Virtual Healthcare, Accountable Care, Pay for Performance, Meaningful Use, PQRS, Quality Improvement, Implementation Science, Health equity including use of the EHR and other data sources to measure Social Determinants of Health
  • Ability to network and build partnerships/collaborations with external parties, often at senior levels of customers and partner organizations strongly preferred
  • Track record of developing technology and data partnerships
  • Familiarity with internal/external SOPs/Rules/Regulations regarding Pfizer/customer interactions and relationships, etc.
  • Understanding of the complex business environment within the US healthcare system as well as emerging healthcare trends
  • Previous Field Medical/Outcomes role experience and/or 5 years Pfizer medical account management and/or management experience in multiple capacities
  • Leadership in innovative project start-up and management
