DEPUTY DIRECTOR: ENTERPRISE INFRASTRUCTURE AND OPERATIONS

JOB PURPOSE:

The Deputy Director: Enterprise Infrastructure and Operations is responsible for the delivery of optimal, timely and appropriate Information Technology services as defined in the IT Service Catalogue, to all University of Pretoria community. The incumbent is responsible for the overall management of the division and its service delivery.

RESPONSIBILITIES:

The successful candidate's responsibilities will include, but are not limited to:
  • Planning, organising, leading and control:
    • Develop and maintain appropriate planning systems and plans in order to achieve the desired results economically and effectively;
    • Organize the activities in such a way that it contributes optimally to the achievement of objectives;
    • Ensure that a loyal and motivated workgroup is available in the right numbers, with the right expertise, in the right posts, and to lead the group;
    • Ensure that agreed objectives and plans are achieved;
    • Complete strategic planning, objectives setting, financial planning (budgeting), long term capital plan,s and operational planning;
    • Plan for infrastructure capacity expansion to accommodate expected growth in Information Technology (IT) service usage;
    • Implement organizational structures, responsibility and authority delegated, accountability, teamwork, committed to the achievement of objectives, in-, out- or multi sourcing of work;
    • Setup and monitor performance management, performance criteria, measurement against performance, standards/criteria, causes of deviations, action, self-corrective action, financial and other reporting, risk management;
  • Service provisioning and delivery:
    • Make provision for and maintain stable, robust and high-availability IT infrastructure components, comprising multi-campus networks, data canters, hosting servers, storage and backup systems, telephone systems, workstation computers and peripherals, and Internet connectivity;
    • Provide management and guidance on the delivery of a business capability product through multiple projects and leases, while maintaining alignment with the overall vision of the ITS department;
    • Assist the Information Technology Services Director in identifying and defining Business Unit future priorities, requirements and benefits, as well as supporting their project initiatives and improvement efforts;
    • Support and maintain all academic applications (electronic test systems, Learning Management systems, etc.), and administrative enterprise applications (e.g. HR, Finance, Student Administration, etc.);
    • Contribute to a corporate IT strategy that includes technology planning, technology and systems refresh, creation and maintenance of strategy documentation, operational strategies, total cost of ownership (TCO) analysis and planning;
    • Identify and prioritize initiatives, and manage the portfolio to align with business direction,
    • Contribute to initiatives consistent with corporate goals and standards;
    • Decide and track the level of investment and performance in the change programmes identified including the evaluation and management of risk;
    • Provide direction to secure the right, long-term IT decisions be made (i.e. high levels of discretionary spending, high levels of electronic transactions, active investments in infrastructure etc.);
  • Customer relations:
    • Ensure that the Academic Relations function of the Customer Relations section is executed effectively;
    • Maintain key relationship management and communication with stakeholders, including the Executive and senior management, students, staff, faculties, support services and key suppliers;
    • Responsible for client and stakeholder liaison;
    • Liaise with management and other University staff;
    • Support the Director in strategic departmental initiatives;
    • Develop relationships with all customer groups across the Institution, with the emphasis on academic staff;
    • Ensure that the quality of service measures is in place with ITS strategic outlook; ensure a channel for customer relationships and service levels to be managed;
  • IT governance:
    • Ensure that IT governance, policies, and standards are implemented and maintained;
    • Develop, implement and maintain the disaster recovery plan;
    • Ensure the implementation and management of Security and Risk management;
    • Implement and manage Cyber security measures and protocols;
    • Administer, coordinate and apply appropriate governance, processes, documentation and standards;
    • Ensure departmental IT governance processes and structures, including document control, the standards committee, the change control committee, the internal IT coordinating committee, and the appropriate application of IT policy frameworks;
    • Ensure corporate IT governance processes, including a functional Information Technology Committee and its subcommittees, the systems priority committees, and approval structures for IT projects;
  • IT budget and financial management:
    • Ensure IT budget management, and provide a financial management service to the ITS Department;
    • Manage and execute the centralized institutional IT budget process, including the long-term capital budget, the annual IT capital budget, as well as the departmental operating and personnel budgets and IT budgeting support for stakeholders;
    • Provide IT budgeting support for stakeholders;
    • Responsible for the ITS portfolio allocation of resources;
    • Manage financial administration, including the coordination of the budget reparation for the IT resources and operations, controlling adherence to that budget, and controlling the revenue received from selling services;
  • Human Resource management:
    • Provide a Human Resource management service to the ITS Operations, and liaise with central HR department;
    • Manage HR administration, training and recruitment support services to the Information Technology Services Department;
    • Define and execute an individual performance development plan for staff;
    • Enhance expertise and capabilities, timely decision making, effective communication, accepted decision making principles, consistent with strategic planning, formal communication, recognition mechanisms, employment equity, development of members of staff, University's value system, and Code of Conduct.


MINIMUM REQUIREMENTS:
  • An applicable Bachelor's degree in Information Technology, Engineering, Computer Science, or a relevant qualification;

OR
  • An Honours degree in Information Technology, Engineering, or Computer Science;
  • A total of eight years' experience, with at least three years in management, in:
    • A supervisory and management capacity, including experience in systems development, infrastructure deployment and operations, technical user support, IT procurement, budgeting, IT security and governance, ITIL processes, enterprise architecture, and IT projects;
    • IT management, strategic IT planning, financial management and business alignment.

ADDED ADVANTAGES AND PREFERENCES:
  • An applicable M-degree, MBA or Doctorate - with finance, HR, client support and/or strategic IT planning focus; with:
  • Five years' experience/exposure of/in:
    • IT, in a technology implementation environment;
    • The functioning of a printing unit;
    • ITS portfolio management;
    • ITS risk and compliance, and ITS governance;
    • IT service management and contract management;
    • Different IT technologies;
    • Managing client support services;
    • CobIT;
  • A valid driver's license.

The annual remuneration package will be commensurate with the incumbent's level of appointment, as determined by UP policy guidelines. UP subscribes to the BESTMED and UMVUZO medical aid schemes and contributes 50% of the applicable monthly premium.
