Job Description:

This position will remain open until filled and can close at any time at the agency's discretion. The first screening of applications will occur September 28th, 2022 and every two weeks thereafter.

This position is a full-time, limited-duration, management service position which is not represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD) in Portland, Oregon is recruiting for a limited-duration Equity Medical Director to serve as a clinical subject matter expert on health and well-being to promote health equity and policy change through:
  • An anti-racist, anti-oppressive and Indigenous equity analysis in promoting health and wellness; and
  • A clinical perspective, providing scientific, epidemiologic, and preventive medicine expertise and oversight throughout the Public Health Division.

This position works as a part of an interdisciplinary team that brings together efforts to modernize public health data systems to center equity and community through policy changes, institutional changes, and direct engagement with community members.

The work led by the Equity Medical Director has a direct impact on the lives of people in Oregon experiencing health inequities, including communities of color, people with disabilities and other under-served communities. The individual in this position must demonstrate an anti-racist, anti-oppressive and Indigenous equity analysis in promoting health and wellness; skills and knowledge in trauma-informed practices, including healing that responds to colonization and historical and inter-generational traumas; cultural humility; a commitment to ongoing development on managing and responding to individual and institutional bias; and knowledge and practices that support health equity, anti-racism, diversity, and inclusion. The person in this position must have experience developing and implementing policies and programs that promote health equity and reduce health inequities.

What will you do?

As the Equity Medical Director, you will perform the following duties:
  • Serve as a subject matter expert on public health, health equity, preventive medicine, and medical epidemiology to contribute to the development of community-led and evidence-based policies that impact Oregon Health Authority.
  • Serve as a subject matter on incorporating and developing frameworks of health from historically excluded perspectives and experiences through data methods, statistical methods and narrative toward liberation and healing.
  • Participate in strategic planning related to division-wide health and racial equity initiatives and decolonizing efforts in public health data in conjunction with the State Epidemiologist and Health Officer.
  • Lead existing efforts and develop new methods to develop data frameworks that reflect communities and respond to community needs of data and health justice.
  • Provide leadership for implementation of Race, Ethnicity, Language and Disability (REALD) and Sexual Orientation and Gender Identity (SOGI) policy.
  • Serve as a trusted and effective spokesperson for media interviews on issues related to health and racial equity, community-led public health data, prevention and health promotion, chronic disease, injury and violence prevention, maternal and child health, adolescent and reproductive health, genetics, nutrition and health screening, and environmental public health issues.
  • Provide the medical and clinical perspective to communities, partners, and staff throughout the agency.

What are we looking for?

Minimum Requirements

Must meet or be eligible to meet the State of Oregon licensing requirements for a medical doctor at the time of hire and obtain State of Oregon licensure within six-months of hire.

Requested Skills
  • Bilingual in Spanish and/or other foreign languages strongly preferred.
  • Knowledge of public health epidemiology and equity-centered approaches to chronic disease, injury, maternal and child health, toxicology, and environmental public health.
  • Demonstrated lived and/or working experience building and stewarding trusted relationships with diverse community groups, including communities of color, immigrant groups, Tribal governments, the disability community, and other traditionally marginalized communities.
  • Demonstrated experience effectively delivering culturally responsive and inclusive health care services, including evidence of ongoing personal development on unconscious bias, health equity, anti-racism, diversity, and inclusion.
  • Experience developing and implementing strategic public health data collection systems, epidemiologic analyses, evidence-based programs, and policies through partnerships with partners, local, state, and federal officials, and national partners.
  • Knowledge of public health science principles and experience in research and/or epidemiology.
