Provides leadership in the oversight of effective and efficient scheduling of program offerings throughout the district for Dual Credit, and works with College Dual Credit Directors and support staff to ensure that all district students interested and enrolled in Dual Credit offerings are assisted and supported throughout their application and onboarding processes. In coordination with the appropriate Associate Vice Chancellor (AVC), the Dean provides vision, motivation, coordination, and support to the assigned College Dual Credit Directors, Chairs and associated faculty. Works with other HCC Instructional and Student Services areas to provide support for the enrollment, registration, certification, and records processes. Works with the System Office to ensure compliance of programs with the Texas Higher Education Coordinating Board (THECB) and with the Southern Association of Colleges and Schools-Commission on Colleges (SACS-COC) and ensures that sufficient courses are offered and available for students at all assigned campuses for their instructional area.Leads high-level engagement and participation in the growth of Dual Credit, inclusive of identifying and acquiring the latest technology supports. Provides leadership and oversight of positive performance for assigned programs in terms of student enrollment, persistence, completion, transfer, and job placement rates.Has the key institutional responsibility for creating, fostering and maintaining a well functioning, respectful, collaborative, professional, and engaged instructional team fully committed to motivating, and invigorating faculty and staff across the district in delivery of the related instructional programs.Responsible for the design, execution and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets, are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures. Manages Talent Engagement activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling, and performance evaluations.*ESSENTIAL FUNCTIONS*Collaborate with appropriate college-based staff, including Presidents, other Deans and Directors to grow area related programs district-wide, the addition/revision of assigned degree and certificate programs, administer District policy regarding Dual Credit that will aid in maximizing enrollment growth and revenue generation, and monitor outcomes.In collaboration with District personnel (AVC, College Readiness, VC, IT, et al.) develop and implement dual credit standard operational procedures and monitor compliance of these procedures.Develop and implement procedures that guide the installation of Early College High Schools, including Pathways in Technology Early College High Schools (P-TECHs). Provide the leadership in sustaining Early College High School and P-TECH programs.Assist the AVC College Readiness with the development, implementation, and evaluation of other P-16 initiatives. Compile, publicize, maintain current dual credit articulation agreements for assigned instructional programs, and ensure that students have a full range of opportunities for initial and ongoing education. Ensure all MOUs are posted on the HCC website.Collaborate with dual credit partners to provide active and collaborative learning activities for students, including the opportunities for field trips, internships, etc. that enhance the educational experience, employment, and transfer opportunities.Interface with the administration of the local Independent School Districts (ISD), private and charter schools, as well as home school programs to disseminate information, identify problems, provide resolutions, monitor progress, and ensure adherence to goals and objectives.Direct and coordinate the HCC Dual Credit Program linking high school students to community college course work and in accordance to the Texas Administrative Code (TAC), Chapter 4, Subchapter D (Dual credit partnerships between secondary schools and Texas public colleges).In collaboration with the College Dual Credit Directors and Dual Credit Partners, develop and implement a marketing and recruitment plan for students and ensure its successful implementation. Assess current dual credit student needs and course offerings in order to measure project outcomes.Lead annual program reviews and report findings to the AVC and President on related dual credit program needs and provide recommendations to the AVC regarding instructional technology, open education resources, and inclusive access.In collaboration with the College P-16 Directors, Program Chairs and Deans, monitor the class observations of all dual credit high school teachers at least a semester per academic year.In collaboration with the Associate Vice Chancellor, develop instructional pathways that support the rigor and scholarship of a stellar dual credit program.Collaborate with HCC SACS-COC office to inform the Southern Association of Colleges and Schools (SACS) of substantive changes as related to the dual credit program.Develop a recruitment plan for dual credit faculty in conjunction with the instructional programs.Report to the AVC and President, as appropriate, on plans and progress involving dual credit student enrollment, contact hours, fill rates, and student persistence, completion, placement rates, and if appropriate, accreditation status and licensure rates.Lead the development and implementation of curriculum, programs, catalog, and course information for dual credit programs and work with Chairs and dual credit partners on the curriculum development and maintenance in areas of responsibility.In collaboration with the College P-16 Directors, Program Chairs and Deans, ensure all dual credit students are properly enrolled by the census date.Monitor and maintain accurate and current information of assigned dual credit program websites and social media sites.Develop grant proposals in coordination with the Grants Office to maintain the standards required in the field and deepen partnerships in the industry.Develop, maintain and serve on advisory boards to assist with program development, resource development and represent HCC to the appropriate industry.Serve on College and District committees as appropriate and act as liaison with District, State, and Federal governing bodies regarding HCC programs and practices as needed.Perform other duties, tasks and assignments as required.*QUALIFICATIONS*Education & Experience
Master's degree in an academic area appropriate to supervision of programs assigned required6 years' combined experience in management of programs related to an academic or industry-specific setting with increasing levels of responsibility required; including 3 years full-time teaching experience in higher education (for Academic positions) or 5 years' experience in the industry (for Workforce positions)Grant management experience preferred Licensing & Certification
