Duties
  • You will be called upon to coordinate directly with U.S. and international leaders on behalf of the Oceanographer of the Navy on programs of critical importance to the Navy.
  • You will serve as the Chief Scientist for Oceanographer of the Navy (N2/N6EB) and act as science lead to the Technical Director for modeling, data assimilation, related HPC needs, and derived products.
  • You will lead the organization in the development of new hypotheses, theories, technologies and strategies to optimize support and future direction of the Naval Meteorology and Oceanography (METOC) enterprise.
  • You will provide input to related activities to support the METOC enterprise and works to develop a common vision of support and direction for the operational METOC mission.
  • You will represent N2N6E at research and development and science and technology meetings.
  • You will support the Technical Director on other topics and areas as required.
  • You will make proposals and recommendations to USFFC, CNR, NOAA and other agencies/sponsors regarding numerical model development issues and transition processes.
  • You will serve as the technical expert regarding potential transitions of METOC numerical model applications from applied research to operations.
  • You will work across modeling enterprise to develop requirements and operational needs.
  • You will communicate the Navy Modeling Roadmap and makes recommendations to USFFC, CNR, NOAA and other agencies and stakeholders regarding development of new theories, technologies and capabilities related to numerical model development issues.
  • You will provide reports from four meetings with outside stakeholders on METOC needs and issues.
  • You will serve as the acting Science and Technology Branch Head on occasion.
  • You will represent N2N6E on Interagency Modeling and research and development efforts.
  • You will coordinate Navy, NOAA, Air Force and other agencies in building the common vision for modeling and R and D efforts.
  • You will represent Navy earth system prediction capability (ESPC) to the broad science and research and development community to gain understanding and support for the program goals, and leads committees and working groups.
  • You will advise on high performance computing capabilities, generating new theories for numerical weather prediction, and the development of new decision aids for the National Enterprise.
  • You will represent the N2N6E on Interagency Council for Advancing meteorological Services (CAMS and Committee for Operational Processing Centers (COPC) related issues. Represents Navy ESPC to outside groups.

Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .
1. Extensive knowledge of Navy science and technology (6.1-6.2), and research and development (6.3-6.4) as well as federal, interagency, congressional, and international personnel, organizations, relationships, programs and procedures of interest to the Naval Oceanography.
2. Mastery of and experience in applying the principles of Oceanography, Ocean Acoustics, Meteorology and/or Hydrography to include sensing (remotely and in-situ) technologies, in order to develop new theories in basic and applied research procedures and techniques.
3. Experience in Oceanography, Meteorology, or Physical Science.
4. Experience and proven effective leadership in the management and direction of technical activities; the ability to evaluate and resolve technical issues; and to evaluate and appropriately coordinate personnel resources is required.
5. Experience and knowledge of budget preparation, justification of requirements. Ability to organize and administer resources in changing resource/fiscal environments; extensive managerial skills, and imagination and broad knowledge of DoD and Navy policies and procedures.
6. Experience using Initiative, originality, and sound judgment in generating new scientific principles and applying them to the analysis of operational problems.
7. Experience communicating both orally and in writing in order to provide formal presentations and in coordination with high management levels.

Basic Requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
