About the Opportunity
As a Data Manager, you will provide high-level support to the West Virginia Prevention Research Center's (PRC) evaluation team for Project AWARE in partnership with the WV Department of Education, Marshall University, and the WV Bureau for Behavioral Health, the three Local Education Agencies, and local partners to implement a comprehensive evaluation plan that periodically reviews performance and outcome measures, assesses progress, and provides recommendations for any needed modifications or improvement. The SEA will provide state-level data regarding partnerships, policy, workforce development, infrastructure and sustainability. The LEAs will collect site-level data regarding objective-driven process and outcome measures that include implementation fidelity and evidence-based practices to assess ongoing progress as required by the grant (quarterly or annually). Schools will provide site-level data including school climate and student outcomes. The Evaluator will coordinate with partners to implement the evaluation plan that includes overseeing data management, analyzing performance and outcome measures, providing quarterly and annual progress reports, identifying barriers and successes to project implementation, and participating in a collaborative process of identifying and recommending areas of improvement using data-driven decision-making.

What you'll do:
Conduct literature reviews
Monitor data collection and data collection protocols
Review collected evaluation data, looking for trends related to successes, program outcomes, and implementation of best practice
Research and collect data through complex techniques and procedures of both qualitative and quantitative methods
Interpret, synthesize, and analyze data
Schedule, organize, and report on status of evaluation activities
Manage project databases of quali-quantitative data
Write and edit appropriate evaluation reports and other deliverables, including presentations, for a variety of stakeholders such state, federal and community audiences
Meet with project teams on regular basis to maintain ongoing communication regarding the quality of the manager's performance
Attend quarterly full project teams with program partners and stakeholders
Meet regularly with AWARE Local Education Agency Coordinators and state partners to assist with data translation, strategic planning, and data driven decision making
Present findings to stakeholders and creates Tableau dashboard
Perform other related duties as required
Bachelor's degree in public health, psychology, sociology, social work, public administration, or a related discipline OR an equivalent combination of education and directly related experience.
A minimum of two (2) years of experience involving:
Experience in public health-related research or evaluation, and/or in project management
Expertise in complex data analysis of both qualitative and quantitative data
Knowledge of the mission, goals, and policies of the WVPRC
Knowledge of evaluation methodology in a community setting with a focus on health-related topics
Knowledge of program development and management
Demonstrated organizational skills to plan and prioritize tasks
Excellent communication skills (oral, telephone, written, face-to-face) and ability to perform in a professional manner in a variety of settings and with individuals of various backgrounds and skill levels
Ability to manage multiple project activities with an appropriate degree of attention to detail
Ability to see the interconnectedness among multiple aspects of a project
Effective public speaking skills
Skilled in the proficient use of computer software including the use of spreadsheet, word processing, video-conferencing software, web-based survey and presentation programs, and file management. Specific skills in survey development programs and data visualization software (such as Tableau) are preferred
Ability to work in flexible environments including using video-conferencing software
Ability to present findings graphically including tables and charts
The ability to travel to WVU's regional campuses and/or within the multi-state area is required.

The WVURC was created as a not-for-profit corporation in 1985 to support research (R1) at West Virginia University. We provide evaluation, development, patenting, management, and marketing services for inventions of the faculty, staff and students of the University.
The WVURC receives and administers funds awarded by external agencies for research and other activities and is responsible for helping protect intellectual property through patents, copyrights and licensing agreements for start-up companies based on University research.
