Essential Duties and Job Functions:

• Performs highly complex tasks to implement, maintain, and comply with all water quality and environmental regulations and programs within the district. Initiates corrective action for procedural, product, or process deficiencies.
• Prepares and/or approves reports for compliance purposes that may include but not limited to: California Division of Drinking Water (DDW) Annual Report, Consumer Confidence Report, Public Health Goal Report, NPDES report, etc.
• Assists and/or develops programs to maintain full compliance with applicable requirements in water quality.
• Researches technical documents and assists in developing and conducting water quality studies to achieve business objectives and goals.
• Updates and executes water quality monitoring plans and operation plans to ensure compliance with regulatory requirements and achievement of district water quality objectives.
• Updates and executes System Flushing Program and Cross-Connection Control Program.
• As directed, participates in DDW field inspections and acts as company representative with DDW, EPA, Regional Water Quality Control Board, and other water quality and environmental regulating bodies, as required.
• Conducts data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management.
• Maintains and assists in optimizing databases that may include but not limited to: water quality database, cross-connection control database, water quality compliant database, etc.
• Manages contracts with appropriate laboratories for water quality analyses.
• As determined by management, may provide limited supervision for support staff.
• Performs other duties as assigned.

Minimum Qualifications

• Bachelor's degree in Engineering or a science related field
• Three years of experience working in the field of water quality, environmental quality, and/or environmental engineering or related sciences
• Master's Degree in Engineering or science related field may substitute for one year of work experience.
• Effective written and oral communication skills
• Proficiency with the Microsoft Office Suite (Word, Excel, PowerPoint)
• May include but not limited to standing, climbing, walking, lifting, bending, pulling and/or pushing, grasping, reaching, stooping and crouching, sitting, typing, walking, reading, writing, color determination, speaking and listening for extended periods of time.
