Job Overview

The Propellants Branch is seeking a candidate with combined expertise in analytical chemistry and data science or machine learning. The candidate will be responsible for a variety of R&D activities such as: method development for chemical analyses; application of data science to materials, processes, and formulations; and implementation of digital engineering to support the same. In addition, the candidate will eventually serve as a Principal Investigator to lead research projects for aerospace applications that enhance capabilities for the Department of Defense.
Position duties include, but are not limited to:
• Implement data science and/or machine learning methods to propellant materials and processes.
• Develop new analytical methods for the characterization of aerospace materials such as propellants, composites, and polymers.
• Consult with other groups, providing insight and technical expertise to other projects and programs.
• Conduct independent and collaborative R&D activities relating to aerospace, specifically involving data science application and analysis.
• Present results in the form of reports, patents, conference presentations, and/or peer-reviewed publications.
Competency: Chemical Analysis, Characterization, and Instrumentation
1. Performs quantitative and qualitative chemical analysis on routine and novel materials.
2. Evaluates materials using appropriate chemical analysis techniques such as: NMR, FTIR, DSC, TGA, SEM, XRD, GC-MS, GPC.
3. Develops new analytical methods for characterizing materials.
4. Incorporates data science as appropriate.
Competency: Written communication
1. Composes and compiles information, concepts, and ideas in a clear, concise, well-organized manner.
2. Authors or contribute to technical reports, peer-reviewed manuscripts, proposals, briefing materials, and/or conference presentations on assigned research activities.
3. Corresponds with customers and colleagues to convey data, results, and interpretations.
4. Records research activities and compiles data according to scientific standards.
Competency: Oral communication
1. Presents technical briefings or conference presentations on activities related to laboratory and research project(s).
2. Consults with co-workers and other groups or organizations for ideas on issues/concerns to obtain diverse viewpoints and/or recommended solutions.
3. Prepares and presents briefings/presentations on consultations, studies, or investigations.
4. Promotes interchange of information on mission requirements, capabilities, deficiencies, and/or technology applications with peers, customers and/or other agencies.
5. Share knowledge and expertise on newly developed analytical methods with others.

Required Qualifications
- United States Citizenship
- The ability to obtain and maintain the required security clearance
- Possess a professional science or engineering (S&E) degree, in a relevant technical field, from an accredited (or ABET accredited for engineering) academic institution
- Must have at least one year of experience at the DR-01 (GS-11 or equivalent) grade level
- This is an Acquisition Professional Development Program (APDP) position requiring level 1-Foundational, Non-Critical certification in Engineering and Technical Management (N).
- The selectee will have 24 months to meet APDP requirements or a waiver must be obtained.
Desired Qualifications
- Ph.D. in chemistry, materials science, or related field.
- Background in analytical chemistry and/or materials characterization.
- Experience in data science, machine learning, or artificial intelligence.
- Expertise with modern analytical instrumentation and techniques (e.g. NMR, FTIR, UV-vis-NIR, SEM, XRD, GC-MS, DSC, TGA, DMA, TMA).
