Job Purpose

The University of Birmingham is seeking to appoint a talented IT Procurement / Finance Manager to join the University. Based in the Project Office within IT Services, this is an important and exciting role leading IT procurement across IT Services within business as usual and projects, advising on all IT tenders and playing a supporting role in the management of the IT Services budget.

The post holder will become the IT Services authority on IT Procurement, leading IT Services engagement with the University Procurement office, advising on and reviewing all IT tenders, having a broad knowledge of the current frameworks available, the different procurement processes, and managing the renewal of contracts in a timely manner.The role holder will understand and manage the procurement risk within IT Services with regular communication with the University Procurement Office.

This post is one of two positions across IT Procurement and Finance, each leading on one particular area of focus (either finance or procurement), supporting their counterpart in the delivery of their area of specialism.

The post holder will support their counterpart in enhancing and maintaining management accounting processes and systems to meet the requirements of IT Services, supporting the running of the strategic planning and management of this Divisional account.

Person Specification

The successful candidate should have proven experience in IT Procurement and the development and embedding of IT Procurement processes and regulations.

The successful candidate should have a proven track record of proficient management of complex budgets, including experience of budgets more than £250,000 p.a, and knowledge of running a budget within significant IT operation or similar. They will have familiarity with strategic planning and financial forecasting, and of working with budget holders to produce budget forecasts, as well as proven experience of making sound budgetary decisions and problem solving, to enable effective management decision making and forecasting.

The ideal candidate will also have some experience of project management and be willing to develop this skill. Experience of working in the higher education sector is not necessary but would be advantageous

The candidate will be educated to degree level in a relevant subject or equivalent experience. They will have strong stakeholder engagement skills, an ability to work under pressure, and to prioritise and schedule workloads in the face of conflicting demands. They will be organised with attention to detail and have a willingness to learn with strong communication skills and the ability to interact, influence and negotiate with people at all levels.
